Question:
Can the AT measure series inductance, turns ratio,HI-POT and "Voltage Transfer Ratio",  the secondary is loaded with a 910 Ohm resistor in parallel with a 360 pf capacitor?

Answer:  The only difficulty which you may see will be the inductance test because the load capacitor will have an influence on the winding primary inductance (there is a solution for that - details below), other tests are suitable for the AT3600  with the resistor and capacitor across the secondary. The resistor and also the winding itself will discharge the secondary capacitor immediately after the test is complete.

For inductance measurement we recommend testing separately without the resistor and capacitor in place. This can be done within one program by using an  additional OUT test with a relay connected to the USER port- please refer to the user manual section 7 and section 8 for the details on the OUT test and USER port.  Voltech can supply a suitable high voltage relay for this application (P/N 33-004).
